Predictive monitoring pays where the failure is expensive and gives warning, which is a minority of any asset list. Instrumenting broadly is how the cost runs away without the benefit following. The selection is the same judgement as everywhere else in maintenance: what does failure cost here, and does this failure mode announce itself before it happens.
A baseline, before anything is judged
A reading means nothing on its own; it means something against what this asset normally does. That requires a period of measurement in normal operation before any threshold is meaningful, and it is the step programmes skip when they want results quickly. Skipping it produces alarms nobody trusts, and trust lost early is very hard to recover.

Sites that build the preventive programme first arrive at predictive already knowing which assets fail, how often, and what it costs when they do, which is exactly the information needed to decide what to instrument. Sites that start with sensors are deciding that with no evidence at all.
